Compiled from copies of the North Carolina Petitions in the Amnesty Records in the National Archives, Washington, D.C, these records consist of applications for special pardon from 2,000 North Carolinians who were excluded from the general amnesty proclamations of 29 May 1865. Included, in most cases, are the petitioner's letter to President Andrew Johnson, his oath of allegiance, and recommendations and endorsements by Governor William Holden or Governor Jonathan Worth. Among the petitioners represented are various high ranking military officers, approximately 500 persons whose personal property evaluation exceeded $20,000, and more than 800 postmasters, tax assessors, and tax collectors.
